The Wholesale and Retail Sector Education and Training Authority (W&RSETA) invites qualifying levy-paying employers to apply for Mandatory Grants for the 2025/26 financial year. Submissions must comply with the requirements set out in Government Gazette No. 35940 of 3 December 2012.
Closing Date: 30 April 2025 at midnight
Eligible Applicants: Levy-paying companies in the Wholesale and Retail Sector
What Must Be Submitted?
Applications must include the following completed and electronically submitted documents via the W&RSETA Management Information System (MIS):
- Section A4: Employment Profile
- Section F1–F8: Annual Training Report (ATR) for 2024/25
- Section E1–E8: Workplace Skills Plan (WSP) for 2025/26
- Authorization Page: Fully signed and dated on or before 30 April 2025
- Consultation Minutes: Proof of training-related consultation (required for medium and large companies)
These documents are collectively referred to as Annexure II.
Mandatory Grant Payment Details
- Approved submissions will be processed within 90 days from the deadline.
- Grant payments (20% of annual SDL contributions) will be paid quarterly.
- Non-compliant submissions will be rejected by 15 December 2025.
- Unclaimed Mandatory Grants will be reallocated to Discretionary Grants as per regulations.
Discretionary Grants
The W&RSETA will announce Discretionary Grant funding windows separately. These are awarded at the W&RSETA’s discretion and aligned with the Sector Skills Plan and Annual Performance Plan.

Important: Submissions can only be made by appointed Skills Development Facilitators (SDFs) or W&RSETA Sector Liaison Officers.
SDFs must submit an appointment letter on company letterhead that includes:
- Full name and ID number of the SDF
- SDL number of the company
- Duration of the appointment
This letter must be uploaded to the MIS to obtain access.
