The Western Cape Department of Health and Wellness is recruiting two Administration Clerks in Supply Chain Management (Procurement) at the Metro TB Hospital Centre. This role focuses on ensuring effective procurement and supply chain support within the health department, helping maintain transparency, compliance, and efficiency in the purchasing of goods and services.

About the Role

As an Administration Clerk (Procurement), you’ll be responsible for the day-to-day operations of the Supply Chain Management (SCM) unit focusing on procurement, auditing, reporting, and ensuring compliance with government financial regulations. You will also play a key role in supporting internal teams and maintaining accurate records for financial accountability.

Key Responsibilities

  • Manage the demand and acquisition process of goods and services, including drafting specifications and facilitating site meetings.
  • Ensure compliance with PFMA, National Treasury regulations, and departmental policies.
  • Maintain and monitor internal audit controls for all SCM transactions.
  • Support the Supervisor, team, and end-users with procurement-related queries.
  • Prepare and maintain SCM reports, documents, and records for audit purposes.
  • Ensure efficient use of the Electronic Procurement System, LOGIS, and ESL (Essential Supplier List).
  • Assist with the management of supplier information and order processing.
  • Provide administrative assistance to ensure smooth operation of procurement functions.

Minimum Requirements

  • Senior Certificate (Matric) or equivalent, with Mathematics or Accountancy as a passed subject.
    • Alternatively, a Senior Certificate with relevant experience/competencies related to the Key Performance Areas (KRAs).
  • Appropriate experience in Supply Chain Management (SCM), particularly in Procurement of Goods and Services.
  • Computer literacy in MS Word, Excel, and PowerPoint.
  • Valid Code E/EB Driver’s Licence.

Required Knowledge and Skills

  • Working knowledge of LOGIS, ESL, and the Electronic Procurement System.
  • Understanding of the Public Finance Management Act (PFMA) and Treasury Regulations.
  • Knowledge of Supply Chain Management and financial administrative procedures.
  • Strong communication and interpersonal skills.
  • Ability to work independently and within a multi-disciplinary team.
  • Accuracy, accountability, and attention to detail.
  • Audit and internal control awareness.
