Chief Personnel Officer

Minimum Requirements

  • Senior Certificate/ Grade 12 plus six (6) years’ relevant experience in Human Resource Management or Diploma / Degree (NQF Level 6/7) in Human Resource Management, Public Administration / Management as recognized by SAQA with three (3) years’ experience in the post of Personnel Practitioner / Principal Personnel Officer (Level 7).
  • A least a minimum of three (3) PERSAL courses is inherent requirement.
  • Extensive knowledge of PERSAL including interpreting PERSAL reports.
  • In-depth knowledge of policies, systems, processes, procedures and best practices pertaining to Recruitment and Selection, Condition of Services, Employees Benefits, Administration, Performance Management, Human Resource Development and Skills development.
  • Promotion of Access to Information Act (PAIA), Public Service Act, Public Service Regulations and 245 Treasury Regulations.
  • Computer literacy particularly MS, Excel, Outlook & Word.
  • Good interpersonal relationship, networking, written and verbal communication skills at levels.
  • Logical and innovative thinking abilities and leadership skills.
  • Valid driver’s license.

Responsibilities

  • Co-ordination and compilation of reports regarding the filing of posts.
  • Monitor the development and review of the system of administering processes in the area of HR strategy and the management of demand and supply of human resources.
  • Monitor and advise the process of recruitment and selection within the Department.
  • Development of service in the standards in the area of responsibility.
  • Monitor the implementation of Operational Plan of the unit.
  • Manage staff in terms of the approved Performance Management and Development system: Conduct performance midterm reviews and annual performance assessment of staff.
  • Facilitate processing of pension benefits and leave payouts.
  • Create and maintain the complete and accurate Human Resource records.
  • Approve PERSAL Transactions captured.
  • Utilize resources effectively, adhere to Batho Pele Principle and service standard.
